"Time to smoke x and eat/drink y", Most of the time known as "Time to smoke weed and eat pizza", is a meme that is mostly associated with the player who popularized it, grindlord. It is probably a reference to the famous line from They Live, "I have come to chew bubblegum and kick ass". Variations of the phrase are uttered (spammed) in the server chat by other players, but none of them ever stick to it long enough like grindlord or yugiohsecret (some irrelevant midfag) do with those lines.
